1) We play 20 - minute halves, running time, except
for ; A) timeouts called by referee or coach ; B) the last minute of
first half and last two minutes of second half ; C) brief stoppage
when full substitutions are made.
2) FULL SUBSTITUSION of players is made every five
minutes as follows ; 5 mins. into the game, at the 10 min. mark annd
15 min. mark of first half. In the second half full substitution is
mandatory only at the 5 minute mark. Last 10 minutes of the game is
coach's discretion.
3) Jump ball to start game ; whoever lost first half
jump gets ball to begin second half. In over time games, jump ball
to begin overtime. Overtime games in regular season will be two
minutes stopped time; overtime games in playoffs will be five
minutes with the last two minutes stopped time.
4) Each player is allowed five personal fouls;
ejection on the 6th personal foul.
5) On non shooting fouls, each team goes to one and
one free throws when the opposing team reaches 7 team fouls in a
half, and to two free throws when a team reaches 10 team fouls in a
half. Scorers for both teams should keep track of team fouls and
check with each other periodically.
6) A flagrant foul is a double technical. Player is
benched and opposing team is awarded 2 free throws and ball. Also
two team fouls are issued.
7) IN THE FIRST HALF, ONLY MAN TO MAN DEFENSE IS
ALLOWED. No zone defenses or presses are permitted in the first
half. Once a team is in control of the rebound the defensive team
must retreat to half court.
8) IN THE SECOND HALF, ZONES AND FULL COURT PRESSES
ARE ALLOWED. HOWEVER, WHEN A TEAM IS LEADING BY 10 OR MORE POINTS,
NO PRESSING ALLOWED. If a team with a 10 point lead presses, it will
be given one warning. A second violation will result in a technical
foul. (2 shots and the ball)
9) Each team has four timeouts during regulation
play: two full one minute timeouts and two 20 second timeouts. In
overtime, each team has one full and one 20 second timeout.
10) Both coaches find a responsible person with
experience and Knowledge of the clock rules to run scoreboard.
11) Only coaches, players, and scorekeepers allowed
on bench.
12) Please no bickering between coaches during games
. If you have a problem take a charged timeout,clear the court, and
both coaches and referee can discuss the matter at half court. This
conference will be short. Referee will make final decision. If
arguing continues a technical foul will issued and possible
ejection.
LAZAR:
Both head coaches involved in the days first game
should make sure there are enough chairs around the court for
players and parents. After the days final game, both head coaches
should put chairs away (under stage ), UNLESS there are more games
scheduled. (traveling teams might follow in town games) Please
cooperate with all custodians.
HIGH SCOOL: First game coaches arrive half hour
before game. Find Janitor to get scoreboard controller and set up
Scorers table. Pull bleachers out on opposite side of the gym for
spectators. Pull 2 inside bleachers out next to score table for team
benches. Only players,coaches, and scorebook keepers allowed on the
bench. No spectators sitting in bleachers behind the bench.
START GAMES ON TIME !!!!!!! This is crucial. We are
in a crunch for gym time.
REMEMBER, THE PURPOSE OF THE IN TOWN LEAGUE IS FOR
THE BOYS TO HAVE FUN, PLAY BASKETBALL,IMPROVE THEIR SKILLS, AND
LEARN GOOD SPORTSMANSHIP. COACHES SET THE EXAMPLE. TRY AND KEEP THE
GAMES COMPETITIVE. IF THE GAME IS A BLOWOUT WITH UNDER 5 MINUTES TO
PLAY TRY FINISHING WITH YOUR SECOND TEAM. USE PRACTICE TIME TO TEACH
BASIC FUNDAMENTALS TO IMPROVE SKILLS.
